Person A asks half of their allotment of questions (ten or eleven) to the target and then gives the other person a chance to ask them half of their questions. And repeat that until both persons have asked 21 questions.
Each person asks a single question alternately. This is generally accepted as the favorite option because it feels a bit more natural and conversational in nature.

This may be an unwritten rule; when playing you aren’t allowed to ask a question you’ve been asked before (well, you can but it wouldn’t count as one of your 21 questions)
